Home Electrification and Appliance Rebate Program (HEAR)

The Northwest Native Chamber and the Hispanic Metropolitan Chamber, on behalf of The City of Vancouver’s HEAR initiative, are providing electrification rebates to qualified Vancouver residents and businesses through June 2025.

This limited funding makes it possible for local homeowners, renters, and business owners in Vancouver to apply for electrification rebates and a no cost energy assessment of their home or business.

The HEAR Program is supported with funding from Washington’s Climate Commitment Act (CCA).

HEAR Energy Rebates now available for Vancouver Residents

Did you know that you could save up to 40% on energy costs by upgrading your appliances?

Qualified applicants may be eligible to receive low to no cost electrification retrofits through the HEAR rebate program. This funding can help increase the efficiency of your home or business’s cooling, heating, and water systems and save on your utility bills.

The Northwest Native Chamber and the Hispanic Metropolitan Chamber are distributing funds provided by the City of Vancouver’s HEAR (Home Electrification and Appliance Rebates) Program to eligible residents and small businesses. Qualified applicants will be contacted regarding their eligibility and connected with a contractor to assemble a project scope. Households and businesses may be eligible for rebates that can be applied to qualified projects recommended in the contractor’s bid. Funding for this program is limited and only available through June 2025.

The HEAR Program is supported with funding from Washington’s Climate Commitment Act (CCA). The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health. Information about the CCA is available at www.climate.wa.gov.

The HEAR program focuses on households with low to moderate income and small businesses with 50 employees or less in high-priority communities within Vancouver city limits. You are welcome to apply whether you own or rent your home. 

Households and businesses may be eligible for a limited funding to support their energy retrofit project. Eligibility is determined by information gathered during the application phase, the contractor’s recommendations, and additional information required by HEAR program administrators.

Upgrades are limited to Energy Star Certified cooking and laundry appliances, heat pumps, water heaters, electric panel upgrades and more.

The full list of qualifying upgrades can be found below:

  • Electric air-source and ground source heat pumps for space conditioning
  • Electric heat pump water heaters
  • Electric heat pump clothes dryers
  • Induction cooking equipment
  • Electric service and panel upgrades
  • Electric wiring

To be eligible for a rebate, upgrades must be recommended during the initial bid process by a certified professional assigned by the HEAR program.

No. All eligible projects must go through the formal application process and be recommended by a HEAR program approved professional.

Not every HEAR Program project will require a home energy assessment. These assessments will be determined on a case-by-case basis, reserved for situations where additional information about the home is needed to identify the most effective energy efficiency upgrades.

You are welcome to refer contractors you would prefer to work with for your project.

However, to ensure all work meets program standards and guidelines, these contractors must first complete NWNC’s contractor onboarding process, which includes verifying licensure, insurance, and general qualification measures.
