Cooling Portland Program
The heat wave of June 2021 was the deadliest documented natural disaster in Multnomah County’s history during the past 200 years. Over the course of several days, almost 100 Oregonians lost their lives to extreme temperatures, with more than 70 deaths in Multnomah County.
In the following months the Portland Clean Energy Community Benefits Fund (PCEF) staff designed a five-year program to connect vulnerable low-income Portlanders with efficient portable heat pump/cooling devices, in alignment with Portland City Code Chapter 7.07 (i.e., PCEF Code). If you are in need of these services, submit our intake form to verify eligibility and begin the process.
In partnership with the Native American Youth and Family Center (NAYA), the Northwest Native Chamber is assisting Portland-based homeowners to upgrade their homes through the CECDP, a no-cost program which provides energy-efficient improvements to:
Make your home cooler in summer and warmer in winter
Lower your monthly utility bills
Increase your home’s value
Help reduce pollution and care for our shared environment
Apply now to see if you qualify for no-cost home upgrades like: duct sealing and new insulation, high-efficiency heat pump system installation, crawlspace insulation and air sealing.
