The Northwest Native Chamber (NWNC) has developed a program that provides energy efficient upgrades for Native homeowners. NWNC seeks to address climate change and its disproportionate impact on communities living on the frontlines of climate change, including communities of color and people with low incomes.

Native Contractors helping Native Homeowners

NWNC’s Clean Energy Contractor Development Program is a culturally-specific program seeking to connect Native homeowners and Native-owned businesses who can assist in preparing their homes for a changing climate.
The CECDP:
  • Enables clean-energy home upgrades and repairs for Native homeowners at no cost
  • Provides clean-energy workforce opportunities to Native contractors and construction firms
  • Supports Native economic revitalization
  • Recirculates public dollars for clean energy directly into Native economies

Cooling Portland Program

The extreme heat events of June 2021 were consistent with the worst-case climate modeling for the Pacific Northwest. Over the course of several days, almost 100 Oregonians lost their lives to extreme temperatures, with more than 70 deaths in Multnomah County.
This heat wave was the deadliest documented natural disaster in Multnomah County’s history during the past 200 years. While it is difficult to predict the next extreme heat event, it is clear that vulnerable Portlanders need access to cooling systems.
Throughout the months following the 2021 extreme heat event, the Portland Clean Energy Community Benefits Fund (PCEF) staff gathered input from community partners and worked with the PCEF Grant Committee to develop and design a five-year program to connect vulnerable low-income Portlanders with efficient portable heat pump/cooling devices, in alignment with Portland City Code Chapter 7.07 (i.e., PCEF Code).

The Northwest Native Chamber’s Clean Energy Contractor Development Program invests public dollars for clean energy directly into Native communities. By providing contracting opportunities to Native contractors and clean energy home upgrades to Native homeowners, this program allows for the continued recirculation of dollars within Native and Tribal communities.

The Clean Energy Contractor Development Program (CECDP) exists to address the critical lack of Native-owned construction businesses in the region that are contract-ready, by creating a culturally-specific Construction career track for Native Americans.
The CECDP program is designed to connect your dreams to opportunity. With guidance from industry experts, you’ll develop marketable skills while you get paid in the rapidly growing Climate resiliency construction sector. Not only will you help Native homeowners achieve their dream homes for generations to come, you’ll also directly contribute to environmental sustainability.
As part of the CECDP, you will take part in:
  • A Native Enterprise Program training module built around Modern Construction skills and knowledge
  • Targeted one-on-one Technical Assistance to support your business growth in this industry
  • Hands-on learning experiences, provided through mentorship and paid opportunities to complete fully-funded home efficiency retrofit for residential properties in the Native American community
