Introduction:
The Native Renewable Workforce Program (NRWP) aims to equip the Native community in
Portland with the knowledge and skills necessary to acquire careers, pathways, and workforce
opportunities in the solar and renewable energy workforce. This program will be carried out in
partnership with Clackamas Community College (CCC) and GRID Alternatives.

The primary objectives of this RFP are to solicit proposals from qualified marketing firms to
provide comprehensive marketing services for the NRWP. The selected firm will be responsible

Project Summary
The Native Renewable Workforce Program (NRWP) project will equip the Native community in
Portland with the knowledge and skills necessary to secure family-wage jobs in the solar and
renewable energy workforce. The result will be that we open doors and opportunities for Native
individuals and accelerate our community’s transition to a clean energy future. Key project
activities include: training individuals on the full suite of necessary knowledge and skills,
including solar and renewable energy planning, design, installation, project development, and
operations; supporting program participants with wraparound supports to facilitate full
engagement in the coursework; providing access to a professional network to increase social
capital; offering one-on-one coaching for in-depth, relational support; and, giving participants
hands-on experience through fully-funded solar installation projects for Native homeowners in
the Portland Metro region.
The program will begin with a three-week Installation Basics Training, hosted by GRID
Alternatives. This introduction to solar will cover a wide range of issues, including safety,
construction, electricity, site evaluation, career opportunities, and more. The goal of the
Installation Basics Training Program is to give participants a high-level overview of what they’ll
be learning during their upcoming courses, help them enroll in CCC’s program, and begin
developing plans to ensure each participant’s unique needs are addressed so that they can fully
engage in the program. NWNC will enroll up to 60 participants in the three-week program, with
the goal of having as many as possible move on into the CCC program.
After the three week program, participants will enroll in CCC’s Renewable Energy Technology
(RET) program, with the option of enrolling in either a six-month certificate program or two year
Associates of Applied Science degree program. These courses provide holistic and
comprehensive training on the knowledge and skills necessary for the installation, configuration,
and maintenance of solar and other renewable energies.
