The Northwest Native Chamber and the Hispanic Metropolitan Chamber are distributing funds provided by the City of Vancouver’s HEAR (Home Electrification and Appliance Rebates) Program to eligible residents and small businesses. Qualified applicants will be contacted regarding their eligibility and connected with a contractor to assemble a project scope. Households and businesses may be eligible for rebates that can be applied to qualified projects recommended in the contractor’s bid. Funding for this program is limited and only available through June 2025.
The HEAR Program is supported with funding from Washington’s Climate Commitment Act (CCA). The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health. Information about the CCA is available at www.climate.wa.gov.
The HEAR program focuses on households with low to moderate income and small businesses with 50 employees or less in high-priority communities within Vancouver city limits. You are welcome to apply whether you own or rent your home.
Households and businesses may be eligible for a limited funding to support their energy retrofit project. Eligibility is determined by information gathered during the application phase, the contractor’s recommendations, and additional information required by HEAR program administrators.

Upgrades are limited to Energy Star Certified cooking and laundry appliances, heat pumps, water heaters, electric panel upgrades and more.

To be eligible for a rebate, upgrades must be recommended during the initial bid process by a certified professional assigned by the HEAR program.
No. All eligible projects must go through the formal application process and be recommended by a HEAR program approved professional.

Not every HEAR Program project will require a home energy assessment. These assessments will be determined on a case-by-case basis, reserved for situations where additional information about the home is needed to identify the most effective energy efficiency upgrades.
You are welcome to refer contractors you would prefer to work with for your project.
However, to ensure all work meets program standards and guidelines, these contractors must first complete NWNC’s contractor onboarding process, which includes verifying licensure, insurance, and general qualification measures.
