Project Overview: The Northwest Native Chamber is seeking an experienced videographer
and curriculum consultant to support our team in developing and implementing a technical
assistance program for the Child Care Infrastructure Fund (CCIF). This critical initiative aims to
support childcare providers across Oregon, including Tribal providers. The selected
videographer will be responsible for filming interviews that will be used to create educational
materials for the program. They will work closely with our staff to ensure the video content
effectively meets the diverse needs of these providers, capturing high-quality footage that
highlights the experiences and insights of childcare providers and partners.

Urgency and Quick Selection Process: Time is of the essence for this project. We have
implemented an accelerated selection process and aim to onboard the consultant within 3-4
weeks of the RFP release date. Proposals will be reviewed on a rolling basis, with early
submissions strongly encouraged.

Scope of Work and Key Responsibilities: The videographer will provide expert services and strategic support in the following areas:

  • Filming and producing high-quality video interviews with childcare providers, including Tribal providers, to be used in educational materials for the Child Care Infrastructure Fund (CCIF) program.
  • Collaborating with the program team to plan and storyboard video content that aligns with the technical assistance framework for childcare providers.
  • Ensuring all video content is culturally sensitive and meets the diverse needs of the childcare providers across Oregon.
  • Editing footage to create compelling and informative videos that support CCIF grant applications and business acumen training.
  • Incorporating industry insights and best practices into the video content to enhance its educational value.
  • Coordinating with staff to schedule and conduct interviews, ensuring a smooth and efficient filming process.
  • Delivering final video products in formats suitable for various platforms, including online and in-person training sessions.
  • Providing advice on the best equipment and techniques to achieve professional-quality video production.
  • Ensuring compliance with all relevant privacy and consent regulations when filming and
    using interview content.

Key Deliverables: The videographer will assist our team in developing and refining the
following deliverables:

  1. Comprehensive Video Content for Technical Assistance:
    • High-quality video interviews with childcare providers, including Tribal providers,
      capturing their experiences and insights.
    • Edited video segments that provide guidance on CCIF application processes,
      eligibility criteria, and spending requirements.
  2. Training and Resource Videos:
    • Video modules for business acumen training, covering topics such as tax preparation, budgeting, and creating business plans.
    • Video content for webinars and workshops supporting CCIF grant applications.
    • Multilingual video resources to cater to diverse childcare providers.
  3. Outreach and Engagement Video Strategies:
    • Video content showcasing the one-on-one consultation services available for childcare providers.
    • Engaging videos aimed at Tribal childcare providers and organizations, highlighting their specific needs and the support available to them.
  4. Collaboration and Partnership Video Content:
    • Videos recommending partnerships with local, regional, and state business support organizations.
    • Video segments highlighting collaborations with entities like Business Oregon Children’s Institute, and Oregon Child Care Alliance.

Key responsibilities will include:
The videographer will be responsible for:

  • Attending regular meetings with the project team to provide expert insights and recommendations on video production and content creation.
  • Reviewing and providing feedback on technical assistance materials to ensure they are visually engaging and effective for the intended audience.
  • Offering guidance on best practices and emerging trends in video production to enhance the quality and impact of the educational materials.
  • Providing strategic advice on creating culturally sensitive video content that effectively engages diverse communities, including Tribal organizations.
  • Assisting in identifying potential challenges in video production and proposing solutions to ensure smooth program implementation.
  • Collaborating with staff to plan, schedule, and conduct video interviews and filming sessions.
  • Ensuring all video content complies with privacy and consent regulations.
  • Delivering final video products in formats suitable for various platforms, including online and in-person training sessions.

 

Qualifications:

  • Extensive experience in videography, particularly in creating educational and documentary-style videos.
  • Proficiency in video editing software and tools to produce high-quality, professional videos.
  • Strong understanding of the childcare sector and the ability to create content that resonates with childcare providers, including those in rural and underserved communities.
  • Experience in filming and producing content that is culturally sensitive and inclusive, especially for Tribal organizations.
  • Familiarity with Oregon’s childcare landscape and regulations is a plus.
  • Demonstrated ability to collaborate with diverse teams and stakeholders to capture authentic and impactful stories.
  • Knowledge of best practices in video production for educational and training purposes.
  • Excellent organizational and communication skills to manage project timelines and deliverables effectively.

Budget:
The budget for this project is $40,000.

Evaluation Criteria:

  • Depth and Relevance of Videography Expertise: Proven experience in creating high-quality educational and documentary-style videos, especially for similar programs or initiatives.
  • Understanding of the Project’s Strategic Needs: Ability to comprehend and align with the goals of the Child Care Infrastructure Fund (CCIF) program, including the diverse needs of childcare providers and Tribal organizations.
  • Quality of Proposed Approach: Detailed and innovative approach to filming, editing, and producing video content that effectively supports the program’s objectives.
  • Demonstrated Impact in Similar Roles: Evidence of previous work that showcases the videographer’s ability to produce impactful and culturally sensitive content for educational purposes.
  • Cost-Effectiveness: Competitive pricing for services provided, ensuring value for money while maintaining high production quality.

  • First Round Review: September 13th, 2024
  • Project End Date: June 30, 2025
